Nah you need to buy each expansion + living world seasons in order if you want story to make sense, but until 80 you don't need to pay a single $, personal story is totally free. #1. Go path of fire first, cuz mounts make the entire game better. Use your 1 free boost after you buy the expansion to do the first mission on the expansion and then either delete that character or keep it, w/e. Next, go BACK to your leveling character and use your new mount to go around the entire base games world easy as ♥♥♥♥.

Personally I would buy Path of Fire, use the level 80 boost and do the first PoF mission to unlock the raptor mount across your entire account, even at level one. Then play wherever you want - continue with the core game story and map completion, start a new level one character with a mount, continue into Path of Fire if you like.
You have to be level 80 to start any of the expansions. You don't have to have any of the living world seasons. But if you get into the story, you will likely want them all. Besides for story, living world opens up additional maps which will include addition ways to farm gold through meta events and vendors for ascended accessory.
